Jay Weinstein
National Defense ISAC Board Chair
Jay Weinstein is the CISO for L3 Technologies. His responsibilities include overseeing the operations and strategic plan of the enterprise network, network security, business continuity planning, and IT corporate purchase agreements.
Prior to joining the IT organization at L3 in 1998, Jay held a variety of program management and engineering positions at L3, Lockheed Martin, and General Electric companies.
Jay is an active member of the ND-ISAC Board of Directors serving as the Chairman of the board and instrumental in the formation of the current non-profit organization and its original charter. Before joining the Board of Directors, Jay has been an active member of the DSIE including running several working groups, actively participating in the Steering Committee, and representing DSIE at several industry events on cyber intelligence sharing panels.
Mike Gordon
National Defense ISAC Board Vice Chair
Mike Gordon is Vice President and Chief Information Security Officer (CISO) for Lockheed Martin Corporation (LMC). In this capacity Mike is the responsible for the Corporation’s overall information security strategy, policy, security engineering, operations, and cyber threat detection and response.
With over 19 years of experience at Lockheed Martin, Mike overseas a globally-recognized team of cyber security professionals that manage the company’s end-to-end enterprise security infrastructure, develop world-class capabilities to defend against advanced persistent threats (APT), and enable open collaboration and information sharing with LMC’s government and industry partners. Previously, as Director of Intelligence and Operations for Lockheed Martin’s Corporate Information Security (CIS), Mike led Intelligence Driven Defense® operations, including both the Computer Incident Response Team (CIRT) and a global network of Security Intelligence Centers.
Mike is a founder and is serving his tenth year on Board of Directors for the Defense Information Security Exchange (DSIE) and the National Defense Information Sharing and Analysis Center (NDISAC). Mike also serves as the Chairman of the Defense Industrial Base Sector Coordinating Council (DIB SCC) for the protection of critical national infrastructures. Outside of work Mike can be found leading volunteer organizations in support of Shriners’ Hospitals for Children.
Mike holds an undergraduate degree in Engineering Physics and Masters in Technical Management from Embry-Riddle Aeronautical University as well an MBA and Masters of Information Assurance degree from the University of Dallas.
Jeff Troy
National Defense ISAC Treasurer
Concurrently, Jeff is a Senior IT Risk Manager for General Electric Aviation and Executive Director, Aviation Information Sharing and Analysis Center (A-ISAC). In his role as a Sr IT Manager, GE, Jeff interfaces with private and public partners on strategic initiatives to reduce IT Risk. As Executive Director, A-ISAC, Jeff sets the strategy, and is responsible for the intelligence services, operations and overall business development of the A-ISAC.
Fom 2011 through 2016, Jeff held various team leadership roles in GE IT Risk to include cyber intelligence operations, incident response, and custom tools development. These initiatives include sharing of cyber threat intelligence; best practices and tools to defend networks; securing the supply chain; policy development; and, compliance matters.
Prior to joining GE, Jeff spent 25 years as a Special Agent of the FBI. He retired as the Deputy Assistant Director for Cyber National Security and Cyber Criminal Investigations.
Mark Ackerman
National Defense ISAC Secretary
Mark joined Boeing in 2006 and currently manages the Computer Incident Response Team (CIRT) which has locations in Bellevue, WA; St Louis, Mo; Huntington Beach, CA; and Herndon, VA. His team is tasked to fully leverage incident response capabilities to identify and mitigate advanced cyber threats effecting Boeing and provide situational awareness of the threat landscape to key stakeholders. The CIRT works with defense industry and government partners to share threat information to increase cyber defense capabilities for Boeing and industry. Prior to Boeing, Mark served 21 years (enlisted and officer) in the Air Force to include various assignments with the Air Force Office of Special Investigations (AFOSI).
Mark was elected and serves on the NDISAC Board of Directors as Secretary. He previously chaired the DSIE Steering Committee.
Wayne L. Boline
National Defense ISAC Member-at-Large
Wayne joined Raytheon Missile Systems in Tucson, AZ in 2003 as the Network Manager responsible for classified/unclassified networks and voice systems for the 10,000+ member business. Before joining Raytheon, he served nearly 23 years in the US Air Force acting in both enlisted and officer roles responsible for areas in Electronic Warfare, Telecommunications, Computer Crime Investigations, and Communications-Computer Systems. In 2006 he transferred to the Raytheon Corporate IT Security organization in Texas with responsibility for Cybersecurity Incident Response, Information Sharing and Collaboration. He is currently a senior manager with Raytheon Global Business Services (GBS) and leads the Global Cyber Compliance Services (GCCS) team.
Wayne served five years (2011-2016) as the Chairman of the Board of the Defense Security Information Exchange (DSIE) and is a current board member of the National Defense ISAC, representative to both the DOD Defense Industrial Base (DIB) Cybersecurity Program & Sector Coordinating Council (SCC), and Co-Chair of the Aerospace Industries Association (AIA) Cyber Security Committee.
